Can we make ip transfers a thing?

I have a couple friends who have over 20,000 ip one of which has over 80,000 of ip that they just have sitting in dust because of whatever reasons. Meanwhile I'm over here feeling poor with my 1.6k ip.

It would be pretty nifty if those rich bastards friends of mine could spare a couple thousand ip to their good ol buddy here.

(though this probably wouldnt happen because blah ze blah you gotta work for your ip etc.) A MAN CAN DREAM
