Started pbe,not sure how to get the starter pack without rp so I start a game,can't choose a champion on the free week because I don't own them,k Maybe I have to do the Intro? Have to wait cause I "left" a game cause the game didnt let me pick a champ.

Please, if you're going to call something dumb, use proper grammar.
Your PBE account will say 0 RP IP when you first get it but you DO have RP to spend. So go straight to the shop and buy the bundle and it should unlock most champions.
You need to play one of the games i think the tutorial or something? That's what i had to do back when.
