Critique of your idea:
I do kind of like ur idea, but how would some1 make up for whatever time gap is set, ie: 5min lets some1 take over the character. Its hard enough to find certain roles in team builder as well so if for example a supp or jg dc, there may be less chance of those roles even being filled since most ppl would just enter and start a new game rather than look for a disadvantageous situation where they deal with a 5min gap.
if some1 joins into the situation and takes over, they have a higher chance of receiving a loss. If u take this "loss" away for ppl who enter into games and take over the character than every1 will be doing it to increase their win/loss ratio. If you take away both the win and loss status from the game for the specific character, then hes less likely to join because now there is no incentive (he has to deal with the 5min gap again). This could also go against the matchmaking mmr. If ur gold u generally play with gold. If ur bronze u play with bronze, generally. If theres a 4v5 game with bronze and silvers, what stops a diamond level player from entering the game (taking over a dc character after x amount of time) and winning it. Its unfair to the 5 ppl who stayed in the game and lost because they didnt get to play with ppl at their level.

so i have fios, and my connection stands at 75/35 or so, and i run at 60fps every game. Occasionally the game decides not to let me connect (i check my speed on speed net and im fine. I just had a game today where 3 members of my team dced (including me) and we returned. This was maybe after 10minutes of that retry screen constantly appearing and restarting the client itself (well for me atleast). Coming back into the game and playing for most of it~ i still had a leaverbuster warning. Now i dont think this is exactly an issue on my part seeing as how most ppl i know have been complaining about rito servers since worlds. I also c this issue when i visit friends and they play, sometimes the game dcs them and they have to w8 like 3min b4 they reappear, and im certain their connection is solid too (they use fios, not sure at what speeds tho). I agree with the overall comment above, idk how the rito staff works either~ do they have a team set up to analyze the reports ppl send? or is it purely thru the tribunal where players decide. Now i feel like if they have a team dedicated to it they dont really need leaver buster since it honestly hasnt helped, atleast for now. Not sure how long we should w8 for results but i do agree with the original comment.
They need to find some other way of handling ragequits, maybe adding a blackmark system like old runescape used to have (yes im bringing up runescape >_>), where 10 marks= temp ban. if u end up with x amount of marks u can w8 x amount of time and those marks will slowly get away. It will discourage rqing atleast the way i c it. Could make it so 5x's lead to temp ban and every dodge, or dc in game = 1x. if some1 has dc issues (an honest issue- not rqing), they will stop at 3-4x and w8 till maybe the end of the week for their marks to reset. they shouldnt be playing anyway with bad connections right? if its an issue of ritos and rito knows of it they can reset the marks for all the accounts for that week. Now if a rage quitter comes a long, or some1 in aram who h8s the champ they got stuck with, they can only rage for 5 times a week (putting a limit on their leave/dodges). More can be implemented to this system as well, but that would just be the base of it and all the numbers i used and the entire example really is just an EXAMPLE. Also this is just 1 idea and if u personally think its a bad system to implement, post ur own ideas, idm being bashed for my idea either~ its all a learning experience =).
