Jayce's melee Q should have its scaling buffed

The reason Riot stated it nerfed his AS steroid was because they thought it was unfair to allow a champion with so many abilities to be able to get into close range and auto attack someone to death. This is a fair explanation but why not encourage to engage more often, because lets face it a lot of people who play him play him wrong and rarely engage.
