Potential for a System where Mute/Ban Possibility is shown for each user?

As a player from early season 2 on alternate accounts, I've had experience with both the Tribunal and the new system of reports. While I have my own personal opinions as to why the latter is insufficient for the responsibility given to it, an idea came to mind:
I am a RuneScape player dating back to around 2007, and for as long as I've been playing, there has been a "Mute Meter" and "Ban Meter" available for each player to view on each and every account. As offenses pile up, the bar moves toward the "Red," or "Permanent," section. Also, in addition to these meters, the RuneScape website has the "Offense Threads" tied into the same subsection of the website. This allows a player to read out each and every offense that they are guilty of, whereas League of Legends has always relied on others determining the offense, and, to my knowledge, we are unable to view each offense levied against us in the current state of the "Reporting of Offense" system. League of Legends is not an MMORPG that requires months or years of stat-building to acquire an incredible account. Account Level, Champions, Runes, Skins, Normal Queues, and Ranked Rating are the only things that differentiate long-time accounts from newly created account. League of Legends is a game of 25-40 minutes on average, eliminating the possibility to escape from a hostile situation with a simple answer such as teleporting away from the player and chat, as is the case in RuneScape. As offenses are more impactful in a game of League of Legends, where an individual is required to cooperate with 3 to 4 unknown other persons, rather than be able to resort back to doing things alone, with little help from other players, I feel that a system that allows everyone the ability to see where their account stands in terms of offenses would be a much welcomed addition. And here's why:
Firstly, as someone who has received numerous chat-restrictions, I would love to see where my account stands on the "Ban Meter," as I really do not want to lose my account, but currently, there is no immediate way to understand what my current attitude in game is leading towards. Of course, I argue with myself, "I'm not being overwhelmingly abusive," "These people are offended by such simple things," "I only get the pop-up stating I've been reported for behavior once in about 25 games," etc. The truth of the matter is that currently, I am actively doing everything I can to change my behavior for the better, however, I slip up. And I slip up big time. Nobody is perfect, and no gaming community will be without negative and disruptive behavior, but with the addition of such a system, each individual would have it weighing on their mind before pressing "enter."
Secondly, with the Tribunal no longer being the primary tool for determining guilt, it gives the player a sense that each and every report of abuse, whether just or unjust, will result in immediate punishment. This leaves the player with a feeling of timidness, as anything that is deemed offensive to any one of three to four random other players can result in a guilty verdict, and likely a chat restriction or ranked queue restriction if there has been any previous negative activity on the account. This is especially true when a solo queued player (Player A) becomes allied with a duo queued group (Players B + C), who resent Player A for a few early game mistakes resulting in a snowball for the enemy team. When two friends gang up on an individual, the mute button can only go so far. Player A can easily mute the two abusive players, but if they're determined to punish Player A due to a few mistakes, false reports can be used to "counterattack" Player A. I'm not saying that this system would eliminate this behavior, but it will keep players such as B and C from being increasingly abusive and downright cruel to their allies.
Thirdly, giving the community the ability to see their offenses can enlighten an individual as to how abusive and cruel they're being in-game. Think of it like this; have you ever filmed yourself playing video games? Do you know the harshness of your words directed at a computer or television screen? The answer for most people is no. This is something I like to deem the "Angelic Complex." In the moment, words can be seen as justified, as the individual's Ranked Rating is on the line. However, it is just a game. Cruel words (of which I am guilty of, not trying to be hypocritical here), cannot ever be acceptable in a video game or many aspects of life. The reason the Summoner's Code provides a much higher win rate that those that choose to be abusive, is because respect works to the benefit of the whole. It all comes down to respect. If an individual sees exactly how horrible they're being in-game, it has the potential to provide a "Lightbulb moment," and make the person rethink what they're typing, as they begin to touch the keys.
Lastly, I am not trying to be hypocritical or sensitive about this issue. I received a 56-game Ranked Queue Restriction, served it out and bettered from it, however my attitude is not perfect (showing you how terrible I was before), as I have since received a 156-game Chat Restriction, and now an additional ~204 game Chat Restriction due to my behavior. I am not complaining and whining to get it lifted. I do, however, want to see why I am deserving of this punishment. Justified punishment must be accepted. Nobody can change your behavior other than yourself. If someone continues to deny their guilt, they will never change, no matter what Riot does in an attempt to aid in the positive behavioral changes of their player base. I am guilty of harsh words, condemning words, and while the change has been slow, I again want to state that seeing where my beloved account, that I've spent well over 100 days of in-game time building, stands in regards of its eligibility to continue being an account on the Leaderboards, and simply being eligible to be played on, would be immensely helpful in pushing me over the edge to a positive behavior. I feel that I am not in the minority in feeling that this would help with the behavioral issues in the community.
I understand that this would be an incredibly massive venture for a player base as large as this one is currently. I would not expect to see this implemented within the next year, as it is such a grand venture. It's simply an idea to aid in the correcting of behavioral issues.
I hope that this raises some other ideas, as I would love to see this game thrive for years to come, but it starts with us. We have to keep the community together. We have to encourage new players to stay with the game. The simple fact that Riot gives us the ability to report others, is an example of the trust and power they give us. Don't misuse it (I'm guilty of this, but I'm working on myself, actively, every day).
