Packet loss ping and my ISP

my game keeps getting 300+ping, the first thing came to my mind was that it's a packet loss, I contacted my ISP they told me to do some test on cmd and the result was that the packet loss is 0%. Now what am I supposed to do?

You run a tracert (instead of ping) to Riot's EUW server and see where the lag starts. I suggest using the WinMTR program to run the tracert 5-10 minutes. Running a single tracert may miss intermittent lag spikes. If the lag begins between you and your ISP, contact your ISP if you can't determine why it's lagging (such as background downloads). If the lag starts at Riot, submit a Support Ticket.
