I don't think there's such a thing as a 20 minute leaverbuster.
Do you mean the timer to rejoin queue if you dodge in champ select? Because that's the only thing that even sounds remotely close to what you're talking about.
Why did you post this here? Go tell your mom, she's the only one that might believe you.
If you have a restriction/ban and you want to contest it, send in a support ticket; crying on the forums is the last thing that will help.
