Why riot focus on "toxicity" more than other things say something like sandbox

After the initial "no sandbox" rage that happened by the community everyone on forums have seemed to not care anymore and be ok with it, so naturally riot thought it wasn't much of a big deal for it to be added to the game since their wasn't much of a outcry soon after.

BUT, everyone on forums seems to complain basically daily about "new player experience from the community is terrible" or , "people flame me all the time and im tired of it". MAKE UP YOUR MIND COMMUNITY. We have shown immense power from riot if we group as a community for a direction to be pushed based on a bunch of voices grouping to a goal.

The community if it wanted a certain goal to be accomplished heavily would be something like a Teamfight comp whos goal is to fight the enemy (riot in this case) and ace them to win the game (a change). But this community is like a team of 5 tryns trying to splitpush 5 lanes with each of them bitching about why their stance is better. "I want reworks", "I want sandbox mode", "I want tribunal changed and back" "I want a new players to feel welcomed" "riot to slow to balance changes" "more diversity" and the most prominent one on a particular issue "make toxic players basically removed from this game".

Now that iv'e given my 2 cents on the issue think about what could be the hardest one to manage? Well for me it would be toxicity, but why you ask? Well defining what is "unhealthy" communication is pretty damn subjective overall, especially when humaninity communication is over 90% body language of which is all taken out in a league of legends game. Examples? Well remember Justin Carter around 2 years ago and made a community backlash who got arrested because he had a dark sense of humor that was taken as a "threat" over a form of comedy for him? Now how does riot have the ability to draw the line of what is acceptable or not? Keep in mind at least for people in america the 1st amendment allows people to talk in anyway they possibly can, and with riot they most likely are aware of this and know people have this ability to have their mannerisms not monitored or kept in check by a outside authority.

Now for me I like to all caps in chat and do a Kanye West parody where I tell people "I'm a god" "the greatest of all time and they kneel before me", why? Because it's my sense of humor and I am able to do that anywhere else in my country except for league of legends because without context to the situation it looks as if it's "toxic" but riot isn't able to tell that and as such Iv'e been hit with a 14 day ban about 1 1/2 months ago.

So with such a large portion of context missing to a situation to why a person may behave in a game in the way they do it's due to several reasons overall that not a simple fix by 2 people form riot can wave a magic wand and fix it for a game of 67 million. So as such a large portion of resources are devoted to this because year after year it's the one topic that a large enough portion of the community has voiced and riot is actually trying to make a difference for that, but as a result without a large enough voices of a subject of another matter, riot has 0 reason to change the way it is now.

Because the player behavior team does not work on updates like sandbox.
