Changing region

So i have a friend whose account is on euw. As you can see my account is on eune. We both wanna play together but we cant paying for just a few games doesnt seem reasonable...He also has a ranked team there and i do too i cant just leave all of my friends on eune for this. My point is..why do we need to pay to change region? I or he have to make a new account level it up to 30 buy runes buy champions so we finaly can play a normal ranked game or just a game. And just leaving our accounts and creating new ones is a bit stupid we lost out champions and everything and also people will hate us for smurfing.

Cant this be free? I also play smite and changing region there is free..Or at least not free but cheaper.
