New Friend Request Rule
You can only friend request people of the same level or that you have played in a game with. Boom problem solved.

Isn't it difficult to invite someone to play a game without them being your friend?
Would probably be better to amend it to "same or lower level" so you can invite your level 1 friend that you just referred to the game.
make it so that you have to be level 5 and own 5 champions to send out friend request. It's not that hard to get there but it is on a large scale. Mind you, these people can still receive request.
