Idea for all 1820 RP and 3250 RP skins

Have a custom hotbar for each 3250 RP champ and a custom icon (not summoner icon, just the icon you see when you press tab ingame or their face in the bottom left of the hotbar) for all 1820 skins. Also have the 1820 perk appear with the 3250 skins.
