@Riot Is there any chance for new players like me to get those Riot skins?

I'd love to buy Riot skin but can't find it in the store and heard that people got it long time ago from PAX for free. So, as a fairly new player (been playing for 6 months) how can I get it? Please don't tell me to try mystery gift thing. Not gonna spend 10k RP in order to get one skin. Riot please bring those Riot skins back for a limited time so new players like me can get their hands on those skins or make them stay permanent in the store.
