Rushing shiv

So i remember back when Trist was pick or ban every game you could rush Shiv. Is this still viable? What situations would it work in? Which ADCs does this work on? I did have one friend say you can build a BF or a Pickaxe, then go into Shiv as well, instead of just rushing right into Shiv..
