It seems like Riot picks and chooses who is broken and who isn't . Lucian was nerfed for being to mobile for an ADC so they made Kalista. Kassadin was just to mobile in general for an assassin so they made Ekko. I know Kass as more freedom in his mobility but unlike Ekko his mobile doesn't do much damage, stacks up a mana cost and gets it at 6 and not pre 6.
