So what's the deal with the Lunar Revel Icons this year?

I thought all Event Icons were meant to be available for IP.

I want to spent my money on the skins - not the cheap little Icon you made as an afterthought. I shouldn't have to outright buy it. I shouldn't have to gift someone so that I can get it either. As a worst case scenario I should get it for buys all the awesome skins that you guys made for Lunar Revel. And you had to make it a Mystery Gift too, didn't you? There's a reason I don't do mystery gifts - I have all of the skins I want. The ones I don't have I patiently wait for to become available.

Don't get me wrong - I probably will collect all of the icons just like I've done every year since I started playing LoL. I just think this is wrong.
