For the snowball thing, is surprise party fiddlesticks legendary? I was looking through legendary skins and Surprise party fiddles and Primetime draven came up despite their price being 975. Do they count for the legendary snowball? Also, do legendary skins like magnificent TF on sale for half off count towards it?

Yea, they have all of the assets to qualify as legendary skins. They're permanently discounted as a gift to the fans. ^^

Yes, they are legendary. Surprise party fiddle is permanently discounted as a birthday gift to fans (for League's birthday). Prime time Draven is discounted as a thank you for making eSports so big
