Skarner towers in every game?? Increases objective play map-wide

Since mana pots have been removed the buff could be that the team gains increased mana/energy regen per alter controlled. And/Or the team has increase passive gold gain per alter controlled.

Skarner's passive would still read the same. He gets those added benefits.

My idea is to help distinguish whether a Jungler is doing their job well in a more clear determinant way while giving the team something to keep map control when baron and drag are unavailable.
