@Riot Can we talk about Kog?

Hey Riot, So I was wondering if we could get have a little discussion about Kog? He was my first ever champion that I owned when I started playing League, and he will forever be my favorite champion. I thought the recent changes in this patch would help him out, so I thought I'd try picking him up again. Right now I feel like he is in a very confusing spot as a champion. It feels that Riot wants him to be a high dps late game hyper carry glass cannon. But I feel like with recent changes, he doesn't reach this late game fantasy.

Where I feel confused about him:

1. Riot wants games to be shorter but it feels like Kog wasn't adjusted for the difference in game length.
2. Recent Dev posts have talked about Champion Values that Riot is trying to incorporate into it's roster. Riot nailed it with making him feel distinct and unique compared to other champions. But I don't understand his Strategic Identity. He is meant to be a tank buster / melt through everything machine gun. But it feels like other adc's are able to accomplish this all while bringing more to their team. It feels like Kog must have an entire team built around him to function well (protect the Kog). This is really frustrating because although I am able to have a premade game with friends, it puts a "Burden On Other Players To Participate".
3. No one knows what to build on him. The adc update brought in new items that were supposed to give adc's more options in their build paths. Right now, it feels odd that Kog doesn't really feel optimal in any build path. Building him On Hit with Rageblade feels good, but the power spike falls off. Building him AD or AP also feels underwhelming.

Maybe I am just venting because I lost with him in a match where a Lucian could 2 shot me and that I barely could scratch the enemy front line even at max build. But I just feel disheartened that a champion who has been there for me since the beginning is no longer a viable pick. Would any Rioters be willing to give their thoughts on him?
