Remember, Riot holds nothing sacred.
It seems that in the case of the Quinn rework Riot has opted to change Quinn's ult to be solely an out-of-combat map presence utility tool. However, they seem to feel it would be inappropriate for her to have global presence ability and also be a strong duelist, so her blind has been removed. It seems that she will be entirely reliant on damage for her contributions to the team, a prospect I'm leery of since she now has 2 spells reserved entirely for non-combat utility leaving her only 2 spells for damage.
This is very typical of Riot reworks these days; add something to a champion that nobody asked for or wanted, than remove something that the people who played/mained that champion loved about the champion as compensation.
I'm not a Quinn main and I've only played her a few times, but I really hate "change for the sake of change".
Guess I'm lucky I decided not to buy her a few days ago.
