Store Issues

Lately in the store i have had an issue where in the top right it says i have over 1500 IP but when i go to buy a champion for 1350 IP it says that i don't have enough IP to buy the champion. So i went into my profile and went into the champion menu and then tried to buy it from there, it said i have enough IP but it did not let my buy it and came up with an error saying that i could,t buy this champion at this time. I have restarted my game heaps of times and i have even waited over night but still no change, i have played many games and my IP goes up in the top right but it still wont let me buy it.
