New queue Idea

it would be cool if there was an additional queue (ranked and normals) that operated on a more stringent version of the summoners code. Available for the upstanding members of the community. only accessible if you have not been punished for any offense in X amount of time.

IMO it would be better to incentivize good behavior rather than only punishing unwanted behavior as the current system does.
