Thresh is an edgy lord champ made for noobs who want to believe they're remotely pro by abusing a champ that was designed to be useful at all times, with 0 risk nor drawbacks other than the standard issues associated with the classes themselves and just outright better than like 90% of the roster by default.

Q: Wind up and Hook. Long cast time. - Can be used to escape over walls - Can be used to juke an enemy in front of you running, only to hook someone to the side after cast time - Cast time makes the hooking harder - Secondary jump to initiate teamfights - Jump over walls to an enemy to secure kill for ADC (combo with lantern)
W: Lantern - This is a god move. - Combo with Hooks to make insane plays - Save allies - Provide TP point - Provide vision - Let allies close gap fast - Surprise Jungle Gank - Collect souls - Save your jungler after a Dragon steal - God. Ability.
E: Flay - Displacement is good on it's own - Flay towards, sideways or away for multiple plays with allies - Can displace an entire team - Auto interrupts channeled abilities - Provides knockup - Kiting power - "Save the carry"
R: Box thing - One of the most potent slows that should be used in chokepoints to be most effective - Saves carry and causes havoc when used on an entire enemy team - Can be a saviour when used right in teamfights - Makes allies coordinate targets easier with more reaction time and processing - Escape tool - Engage teamfight tool - Mid choke tool
I don't see where you can think he's a noob champion. I listed various uses for each move on it's own. Imagine them in conjunction with every possible champion(s) he can work with and does -- alongside every situation where Thresh's moves have to synergise perfectly with the team or just as a whole within his kit and the enemy. It's massive, the toolbox options he has is centered around disruption and promotes team cooperation with multiple uses and has a myriad of opportunities to junction this while keeping so many options open for what he can, should, and will do in a short time period that determines the fate of a carry, jungler, or teamfight. He's not a noob champion by any means, and I honestly don't see where you would get that idea if it was thought upon. He has a relatively low floor, but a very high cap. This isn't to say he isn't overloaded, but he depends on a team completely.
