Sudden ping instability?

Ever since yesterday whenever they did the live maintenance I have been having ping problems with over 1000 ping and going back down all through games, is this because the server are unstable? Is anyone else having this problem?'

Seeing as the launcher still has problems even loading, same with the store and tons upon tons of glitches.
