Honor Initiative 2.0

Players who honor eachother or are recieving honorable opponent/teamwork/etc should have bigger chances to be grouped together in following matches.

I don't know how much is doable and anyway shouldn't be a really high chance to avoid exploits and others but this would also indirectly solve the "toxic honorifications" which happen when trolls/afkers/feeders/toxic guys get honored from enemies to piss off the team mates of the toxic guy.
