League of Legends App for Smartphone

There was a time where I was without a computer and left completely unable to access League of Legends. I spent three months on the boards reading about the new champions, the patch updates, the buffs, nerfs, and the new items and item changes. Well, the time came for the Slayer skins to be released, and boy did I want Slayer ; however, with no way to login, I completely missed my chance to acquire this skin. So I had a renewed idea from a while back. What if there was an app for your phone to where you can access chat and the League Store? If there were such an app, one could message League friends through PvP chat and also make purchases without having to login from a computer. One may not be able to play League through this app but you'd still have the benefit of your chat and store purchases.
