Do players who were previously negative have any worth in their reports?

tl;dr If a player was deemed negative and punished, but returned to the game later, would their reports affect anyone at all?

My reason for asking this is about a year ago I was banned for 2 weeks for toxicity, (I always had to fight back if someone insulted me), but a while after that I quit the game for a while. Came back and started playing again, all that non-sense, and whenever someone is toxic now I immediately mute them and ask everyone to report them kindly for negative behavior before resuming my game and ignoring them. But I have NEVER received the "A player you reported had been punished". Never. And I have seen some very terrible players. I have had an Udyr who intentionally fed because Azir took one of his camps. I have a had Gangplank call me an "autistic piece of shit" for not warding where he wanted to teleport too when I clearly had no wards or trinket up. I have had enemies rage as hard a possible. I have had allies assault other allies, or vice versa (enemies.). I always feel the need to report toxic behavior whether or not it as directed towards me. Though I have never received the message. Do my reports even have a value any more? Even if I am reformed? (Kinda, still tease the enemies a little, but cmon ;))

The Report Feedback messages are only sent to player(s) who report the game that triggers the punished case.

To answer your primary question, though, while it's true that toxicity is a factor in determining report weight, it's neither the only nor the largest factor. The biggest factor is report accuracy - the more accurate your past reports were, the more weight the system applies to future reports.

From what I know of the system, your reports lose weight when you make false reports; I've never read that having bans/restrictions affects it. I've read a lot about the system, but it's possible that I missed or have forgotten it.
