Heals over time for Taric rework?

I never put too much thought into it until I saw that amazing art of Taric floating around here and something hit me. A couple of weeks ago a Rioter was talking about heals over time. To my knowledge the only champion who has a heal over time is Janna, so i found it a bit weird that Riot was discussing it.

The Rioter spoke about how heals and damage over time have more impact then you stand burst damage abilities and ever since i saw that comment i started to see this alot.

Thinking about Taric's overhaul, what would make him an independent champion again? Obviously giving him fresh abilities like what they did with Sion and I think a heal over time will be one of those abilities that alot of people will love. It would probably be a double edged sword too.

I.E. Taric gives his heals an ally over time but while healing them he loses health.

Personally i like the thought of Taric having a heal over time. I got Taric a while ago and all i can really say about him is...I don't see whay he has so much hate. He has a great heal, tanky, nice stun, gives armor, AD and AP to allies with reasonable damage. His only downside is that he has no mobility. IMO Taric is the image of a support and only needs a VU and some touches on his ability ratios. Other then that he's a pretty stand support. IMO
