Post your suggestions on how to make runes less of a hassle

So far, I've come up with the idea that tier one and two runes reduce the price of higher tier runes, but the lower tier runes get sacrificed in the process. It 1: Gives people a reason to use lower tier runes, and 2: gives the newer accounts something to do other than look at those expensive-ass blocks of 2.25 AD. Either that, or just give a small tutorial about how runes should be viewed as a whole page, or whatever.
