Bots in LOL is killing the game

Seems like every game I play has at least 1 bot ( computer controlled player not bottom ). Why can't this be stopped? I can spot them in 1 second. I have some ideas on how to stop this. These same measures could be applied to afkers who do it only for XP & IP .

Number 1: You should add something like the webpages have. A picture of a 4 digit number or something that players have to punch in to start each game. At least that way they have to start each game manually. Number 2: Add a button in game to flag a player as a bot. If they get too many flags then cut off the IP. It will make it to where either they have to write better bot code or have to play the game themselves. Number 3: If players have 0 kills and tons of deaths game after game after game, they should start getting flagged automatically. Unfortunately they cap towers or you could check for low scores too. Well they don't pass 700 usually so I guess you could check that too. Number 4: Add another report option for "player was not a real person" or whatever and have something to auto flag players who get reported for this too many times. Also tell the players that you will be actively checking this and taking appropriate measures. Number 5: Find out how much the people are charging to level up characters and add an option for about the same price for instantly leveling up the summoner...Its not like WOW where you are constantly leveling up. You hit 30 and you are done so who cares if people want to skip the middle. I would rather have sucky level 30 nubs than BOTS. This could also cut down on AFKers who do it to lvl up or whatever they do it for... I still don't understand what the big deal is about leveling up but whatever... Number 6: If a player gets reported as a bot too many times, lock the character name for a year so it can't be changed. This should deter some people who don't want their name associated with botting. Number 7: not sure...still trying to think of more.
