Promotional Series to gold 2 again... (With a twist of Excellence!)

Well, So... I got demoted from GOLD 2 again today. As I was in my promotion series, with one game left to win, this guy picks vayne........ which is fine, I like vayne...... So... Going.. 5 minutes into the game... I noticed Vayne had 3 CS........ 10 minutes in the game, vaynes 0/3 with 10 CS.......

So I thought to myself, it's either a BOT, or.... a new player?.. or?..... Wait, though, I have 1500 MMR... Why would he be matched up with me. First I'm against a maser tier smurf on Kalista, and now I get riot trolling me with a beginner player in high gold, plat MMR? So mid game while I'm constantly trying help botlane out as midlane, I took the time while dying to the Fed lucian, to check his page... He has a 15% WIN rate in ranked.... and literally feeds every single game... So here I am wondering STILL, What, and HOW in the flying $(@(# is this guy with, us?
