Surrender Que at 20 mins

Can that plz be changed cause i keep getting 2 people in game that never want to accept the surrender and its just a normal game well 3 of us do want to accept it but because of the 2 dinks we cant accept it and move on with the day to play with other people in other games we might have fun with and not with the 2 dinks that wrecked the current game they refuse to let us surrender forcing us to wait another 20 mins for the enemy team to just push out the alter and win, the system needs changing so 2 people cant control the means to surrender or not. it should be majority of 3 votes to 2 means its accepted not the other way around of 2 votes means its denied.
