Do people in soloq know how to group?

i want to know if people in soloq in silver 5ish know how to group when you have a advantage. im tired of losing games when we are ahead and my team not grouping when we can win every team fight. or when we win a team fight and my team waits for the enemy to respawn before going close to the tower. so please tell me how i can fix this. p.s i was playing leona so i kinda had to teamfight.

Playing support in solo que below gold is a nightmare since its really hard to carry if your team screws up... Can't change stupid. Kinda why if you do play support in that area, you should go champions who can transition into a carry late game.
