Feeders/trollers in silver/gold run rampage

Yesterday I was confronted with a person who won only 30% of his ranked games and is currently gold 5. today in the lovely adventures of rank I get another intentional troll feeder. This feeder won 1 out of 10 of his last rank games and that is only bc he was carried. He still in silver 2. Furthermore to prove that he is intentionally feeding he has only won 4 out of 20 last ranked games. Best part he starts spamming surrender at 20 and when we refuse he back at it. How is it that such players are still allowed to play rank. Apparently feeding/trolling is far less of a crime than verbal abuse. Best part nobody verbal abused him. we just asked plz stop. He admitted to being bad and deserved to be reported he said.

Yet these players receive Zero punishment. they go on and on to ruin other peoples game. But god for bid i call them a feeder and I get slapped with a 30 chat game ban for negative/verbal abuse. It makes me wonder if its not Rito who is the real troll. GG rito, you remove tribunal and these people run rampage. Their game history is clear, yet you refuse to take action since they might just be having a bad game. Apparently 30% winrate still doesnt qualify you as a feeder/troll.
