Player Punishment/Behavior

I'm not sure where to actually put this, but I can't help but notice that nothing happens to people who get reported. How many times do you have to break a rule in order for something to happen? I am so tired of getting into a game, someone starts off poorly, and everyone just bashes that player for the rest of the game. Yeah, sometimes it's me. We all have bad games. More and more often I end up in games that get so bad that I quit in less than 10 minutes. I know there's a mute button. It's not that I don't use it. I have no desire to play on the same team as people who can't do anything but point the finger and bash the other players. Those kind of people don't deserve to be on a team. I can't imagine what might happen if they played a real board game or card game in person with someone and lost. Everyone that plays this game thinks for some reason that they are entitled to get the best teammates Riot can offer. It's disgusting. Something needs to be done, and the tribunal system, while a good idea, doesn't seem to have the kind of fear factor that it should. People aren't being scared into good behavior, which is what the system is designed to do. Something needs to be done to clean up the community. Or people could grow up. Follow the summoner's code. It's what you signed up for in the first place. Or quit. But don't be a bully just because you can hide behind the anonymity of the internet.
