Random Ping Spikes

Is it just me or is there anyone else who is getting random ping spikes with 10s- 1 minute intervals inbetween, happens for like 2 secs then goes away, but in those 2 secs i cant move, cast, or do anything. EXTREMELY ANNOYING, is there a fix?
