Am I Correct in Understanding that there was in an issue with dynamic que in EUW and Korea?

If so, how come they disabled it in NA where there weren't any of these issues. This is in reference to an article found here: http://www.surrenderat20.net/2016/01/red-post-collection-2016-season-start.html#more I want my dynamic que and updated champion select back. :(
