One of the biggest issues on making a smurf is how boring it can be. You literally play the game with people who have no clue what they're doing, and on top of it, have no competitiveness at all for 2 weeks. (if you play religiously). Another issue is once you hit level 30, you get around 20k IP total, which is enough for 3 6300 champions. Taken, you need a total of 16 champions to play ranked, and you also have to factor in runes, which can cost roughly 10-15k IP for a standard AD page, and AP page. Yes, I'm aware you can buy 450 champions, but the point I'm trying to make here, is that people typically buy champions who are roughly more expensive. Personally, the more expensive the champions are, the more fun I seem to have with them.

Well, the Level Up Rewards System fixes this issue, with it's champion bundles for 50 rp here and there, as well as IP boosts and chests. It even offers XP boosts which stack on top of each other, so you can get to level 30 quicker and not wish to kill yourself from sheer boredom. Personally, I feel actually awarded for leveling up with this system, instead of it saying "hey, you're level 12 now, here's an extra mastery point and rune spot!". Maybe that's just me, who knows. Just my biased opinion on the whole scenario, I just feel like it would make smurfing less toxic for the player, and make it more enjoyable all together while grinding to 30.

It makes sense to have a system like that in a new place. We have had this game for years. It wouldnt really work here. Granted it would be nice. but you seems to think that this helps Smurf, when its suppose to be helping new players. If a system like this was to be in place, it would cause more people to make new accounts and basically have the problem you are saying come back 10-fold.

Your reasons are wrong. Why should we help smurf accounts (depends on definition of smurf).

Also, it doesn't help new players if you think of it. First, if everyone makes new accounts, it HURTS new players. Second, if new players are hitting 30 too fast, they may not get the full understanding of the game which is already a common complaint among low ELO ranked. Granted Riot is already rushing getting to 30 and having more champs will attract new players to stay longer. So in that respect it is fine. But it has its flaws too.
