Riot fix Team Builder matchmaking please.

So I've recently started trying to learn Azir, but almost every game I get matched against someone who either mains their respective champion, counters me, or plays something really OP that can't be dealt with. The games where I do go even in lane or win it, my team feeds and I end up getting 3 man dived 3x without any help. There's supposed to be a system in place that prevents experienced players from playing against players new to their champion, but it isn't exactly working, please fix it.
