Why can't punishments follow CS:GO's Overwatch format?

On Valve's Overwatch system, highly ranked players with 150 wins or so are allowed to spectate games to determine if a player is hacking, cheating and such (I'm not sure if its the same for chat abuse but could work.)

So instead of a automotic bot accidentally slapping bans or restriction on innocent players and have them face more bots in the form of support tickets (Most), why can't Riot oom after Valve as a model? Enlist long time players with good records and have them spectate the games of players reported mutiple time like the tri unable, but with the ability to actually see things like feeding.

And then instead of hitting somebody toxic with a chat rescan action, disabling his ability to communicate (Imagine one as jungler), rendering him completely mute or screaming out "Fuck you" every fI've minutes, just ban him from the game or put him on a match restriction.

How exactly would this work? Is this a live spectated game, or a pre-recorded game? i can see why they wouldnt do something like this especially if it was live. What would stop friends in high ranks from "spectating" the game and helping out his friend? If its pre-recorded then this wouldnt be too much of a problem aside from probably people harassing the harasser! i mean we already have people who do that now that clog up the forums instead of reporting it to Support.

If anything i feel like they should have it to how Tribunal was. Dont show names, just the Champions name and the chat. A video of the game would help to see what and how a person reacts, but i can see how that would cause this website so much bandwidth! i mean most matches are little over 30mins and probably longer with Rank matches so im sure the video files would be just too much let alone how many people report each other!

Well, CS:GO got the inspiration from Tribunal, and Riot's planning on bringing it back.

Nobody's going to sit through an entire League match in real time. At least not enough people to handle the volume of players that need to be looked at. CS:GO's system is focused on griefing/hacking/not participating (IIRC you don't even get any of the chat), which is much more clear-cut and usually doesn't require sitting through the whole match.

I'd say that about 90% of the time intentional feeding was obvious even with the limited information you could see in the old Tribunal. If they gave you the current match history, that would probably go up to ~99%.

If you time ban them they just switch to an alt and wait it out. That's why they went to chat and ranked restrictions; you have to actually play through them to lift the punishment.
