Angel and Dangerous "Bots" in matchmaking

I have been an active player since the start of this season and just recently I have noticed a group of players with the summoner names including "Dangerous" and "Angel". These players, although seemingly normal pre-game, intentionally feed the enemy team by standing still and not buying items. They are programmed as if they have the lowest AI setting possible. These "Bots" appeared in 7/10 of my most recent games on either teams and uultimately led to a loss for the team they are are. What is the source of these "Bots"? Does riot notice them? Will there be a fix to remove then? Who knows. Anyone else notice them and have the same feel of them that I do?
