Bots in ARAM

I am finding these bots in arams and someone tells me they are "filler bots" supplied by Riot itself. I looked for an official statement about this and found none. I think these are people making money on botting, and I am reporting them for cheating, that's all I know I can do. The worst thing about this is that not only are more people not complaining or doing anything about this but they are working to protect the botters! You know who I think are buying these accounts? People who were banned by Riot for acting like idiots.
