Which program I need to do digital fan arts ?

I want to learn & do digital arts but I don't know very well which program is best suited for the drawing. Can someome who knows this job direct me to a good program ? o.O

Oh , and ... I need it's tutorials too ;_; and am I need to draw with a usual mouse or I need to buy a special drawing mouse for it ?
