Use of PBE

Does no one actually read what the PBE is for? Its for players to test things for bugs and interactions. It isn't to complain about how you just want everything that you use to stay as is. I feel like the pbe is too cluttered with people complaining about everything to even let others post what Riot should pay attention to...

For example new athenes and galio W. In the description it says his W is a "shield", and yet athenes doesn't heal an ally.

Why does everyone think that Riot is going to pay attention to them, if they can't even appreiate the fact that the pbe is only for testing interactions, simply because Riot doesn't have the manpower to think of every possible little interaction that might possibly happen.
