Please restrict Friend Requests by Level 1 Summoners without any games played

Lately there has been an influx of those trying to add me in order to message a spam link or w/e.

@Riot, could you please instate a level and games played restriction on friend invites? something like lvl5, 20 games? That way it takes effort to create a spam account.

It would be an easy solution!
