Runes are annoying in so many ways

First of all, Tier 1 and Tier 2 runes. They are noob traps. That is literally their whole purpose. They end up just sitting in your rune inventory and never get used after Level 20. You cannot get rid of them in any way. There are so many ways to fix this. 1: Eliminate them from the game. They don't add anything important. 2: Make them refundable or sellable or something. We don't want them anymore, so can we get rid of them? 3: Make there be an option to use IP upgrade the Tier 1 or 2 rune to a Tier 3 rune. Maybe then I would use it.

Second, Tier 3 runes (AKA the only useful runes) cost a ton. I have 2 standard rune pages (1 AD 1 AP), and they costed a total of 14255 IP. I could have bought 2 recent champions for less than what it costed to give me a couple extra stats. And remember, these are literally the most basic rune pages I could ever make. To make good rune pages, I would have to spend the IP to buy another rune page, and then use the IP to buy the runes. Can we please make these cheaper? If you don't want people to grind some sort of sandbox mode, don't make people grind to get stats in the match instead of being able to get things they actually want.

Please give us a rune rework in Season 6 or earlier. They are some of the stupidest things in this game.
