Updated Splash Arts

What happened to the big movement to update all the outdated splash arts that was going on months back. I remember for a while every week 3 or 4 splashes were being pumped out like blitzcrank, vayne, katarina, shyvana etc. and then it just stopped. There are still quite a few champions who drastically need an updated splash like Rammus, Swain, Irelia, Warwick etc.
