Internet Priority Issues

Does anyone else experience severe amounts of lag when other people are using the internet at your residence? If so, how do you get around it? It doesn't seem to matter how many times I ask my housemates to limit their internet usage. I always get screwed over every time I play because someone is streaming Netflix or downloading music or just simply watching YouTube. Now understandably, if it was just one or two other users, it wouldn't be as big of an issue, but I have 4 or 5 other users at my place of residence who do nothing but lounge around and surf the web. They're all on the internet at the same time and my ping will shoot up to at least 500 ms mid-game. I try playing late at night, say 3:00-4:00 in the morning so I can get in some decent games at close to 60 ping (which is playable), but I just can't do it anymore. I figure if I'm paying for the internet here, I might as well have priority. I just want a way so that when I play I can at least limit their internet usage to the bare minimum while I play. Does anyone have a solution?
