How long is an acceptable wait period for assistance from jungler?

Like if you request some help 10 minutes in to the game, I feel like the jungler should make an effort to get there within 5-6 minutes. That is enough time to clear the jungle twice or help another lane first then clear a few camps THEN tend to the request

If the jungler takes like 10 minutes, longer, or never evens bothers to respond I feel that they're basically assisting enemy team at that point. And its not like the jg has to secure a kill for them to help, they could just spook the enemy, poke, perhaps pop a flash and maybe even ward for them instead(really wish stealth wards weren't being removed).

But thats just my opinion Im wondering what the general perspective is though?
