No Attempt to ban ELO Boosting sites

How hard is it to review screenshots and videos of auto spam bots and the sites their selves practically throwing the names of ELO Boosters at customers and RIOT IF THEY CARED.

It's increasingly hard to put faith on Riot if they insist on balance and fairness and then refuses to deal with ELO boosting sites nor carry out their promise of IP only icons. If they're the unqiue ID of summoners, then why do we have to use spend money to get a life? Literally?
