99% of the people I play with are shit and then I get blamed for them being bad and then I rage and get penalties. Fix this. No More

uhm your own stats don't exactly look like you ever had the potential carry these "shit players" you're talking about maybe you should improve your personal performance before complaining about anyone else
I had a Volibear jungler that reminds me of this guy recently. He would go top to kill the snowballing enemy Darius when our behind and zoned Riven had to back, had about one successful gank bot, attempted to take every kill from me mid, and even though our bot lane was pushed under tower the entire time he refused to help ward Dragon and pretty much gave them 4 uncontested Dragons.
My lane was the only one that came anywhere close to winning (Sona against a Xerath), and not only did Volibear think all of our lanes won, but he felt he was responsible for it. The game losing team fight involved Volibear walking past 4 people on the enemy team to attack a pink ward in front of Baron, while the rest of us fell back to base to defend. He called us shit and said he was carrying, and he is only the most recent example of what I believe is the same type of player as the OP here.
Do yourself a favor and get some freaking humility.
Pro tip #1: Don't rage at anyone in the game Pro tip #2: Try to be nice to your team, even if they are doing bad Pro tip #3: Try to look at what you, yourself can improve on :^)
